Why it’s HorroRated

Ice Cream Man is aggressively low-budget and knows it. Clint Howard in the lead is genuinely committed to the weirdness, and the film has the kind of cheerfully bad quality that works at 2am. It's not scary and barely holds together as a narrative, but as a piece of 90s direct-to-video horror it has its own particular charm.

Synopsis

Young Gregory Tudor sees his local ice cream man murdered and later grows up to inherit his business, opting to inject gruesome ingredients—including human body parts—into his frozen confections. When one of the neighborhood boys goes missing, the local kids suspect Gregory and band together to get to the bottom of things.
